The margin of freedom of the state governments'
action in the definition of the directions of the development
is small and a little flexible, because the great instruments
of politics economics are defined on a national scale.
How to motivate the development without falling in the
traps of the fiscal war, of the dilapidation of the public
bens and of the natural resources? Alternatives for the
difficult conditions lived through by diverse economical
sections and for expressive continuations of society,
they won't be found amongst themselves through systematic
procedures of articulation among the different segments
of the state and with the society, as well as through
the identification, explanation and compatibility of the
local, regional and sectarian interests.
The public organs have, indeed, created
plans for their activities; especially those guided for
the solution of sectarian subjects, as production of energy,
sanitation, regularization of flows, transport, etc. Those
plans that allowed the Brazilian state to create conditions
support infrastructures for the politics devolvement were,
and of substitution of imports, etc.
The choices are accomplished of form technocratic,
between the technicians and sectarian economical continuations,
taking to plans, whose horizon is not going besides problems
punctual, sectarian historically dated. That procedure
repeated, as rule, in all of government's levels, in all
the action scales. On the other hand, the option for statements
plans doesn't structure, including and integrated demands
a discussion process and of searches of social consensus
of such order that there was not, until there is little
time, institutional mechanisms that of that support to
